Yar`adua may cede power….Insiders nominate Aliero for VP…. But Muktar (NSA) Schemes
Like the saying goes, "Whom the gods would destroy they first make mad" For the past one month President Yar`dua insiders like marradona have dribbled Nigerians over the state of affair of the President`s health vis- a - vis communicating a leave letter to the National Assmebly. However, indication has emerged that they may have dribbled themselves too in the process as President Yar’adua may be forced to cede power next week.
NEWinfocity.com understands that the Governor`s forum in conjuction with the National Assembly have agreed in princple to reverse the status quo. Our checks reveal that the governors who met last week, were unable to form a quorum, as many of the governors were in Minna for Maryam Babangida burial rites. Consequently the meeting was posptoned to Tuesday 5th january 2010. Agreement in Principle
NEWinfoCity.com can say that since President Yar`dua `s departure on November 23rd , and subsequent refusal to hand over power to Goodluck Jonathan, political stake holders have continued to meet to have progressive discussions on the state of the nation, and recently a decision was reached that Nigeria needs to move forward with or with out President Yard`adua. Specifically, the leadership of the National Assembly was asked to review sections 144 and 145 of the 1999 constitution which say as follows:
The President or Vice President shall cease to hold office, if —
(a) by a resolution passed by two-thirds majority of all the members of the executive council of the Federation it is declared that the President or Vice-President is incapable of discharging the functions of his office; and
(b) the declaration is verified, after such medical examination as may be necessary, by a medical panel established under subsection (4) of this section in its report to the President of the Senate and the Speaker of the House of Representatives.
(2) Where the medical panel certifies in the report that in its opinion the President or Vice-President is suffering from such infirmity of body or mind as renders him permanently incapable of discharging the functions of his office, a notice thereof signed by the President of the Senate and the Speaker of the House of Representatives shall be published in the Official Gazette of the Government of the Federation.
(3) The President or Vice-President shall cease to hold office as from the date of publication of the notice of the medical report pursuant to subsection (2) of this section.
(4) The medical panel to which this section relates shall be appointed by the President of the Senate, and shall comprise five medical practitioners in Nigeria -(a) One of whom shall be the personal physician of the holder of the office concerned; and
(b) four other medical practitioners who have, in the opinion of the President of the Senate, attained a high degree of eminence in the field of medicine relative to the nature of the examination to be conducted in accordance with the foregoing provisions.
(5) In this section, the reference to “executive council of the Federation” is a reference to the body of Ministers of the Government of the federation, howsoever called, established by the President and charged with such responsibilities for the functions of government as the President may direct.
145. Whenever the President transmits to the President of the Senate and the Speaker of the House of Representatives a written declaration that he is proceeding on vacation or that he is otherwise unable to discharge the functions of his office, until he transmits to them a written declaration to the contrary such functions shall be discharged by the Vice-President as Acting President.
NEWinfoCity.com understands that at the governors forum meeting scheduled for Tuesday, the Governors, many of whom control the party structure in their state will be read the riot act, instructing them to mandate Senators and members of the House of Representatives from their respective states to support a constitutional review, which will force President Yar`adua and his handlers to handover power to Goodluck Jonathan. It is still uncertain how long Goodluck Jonathan will act as president, if this initiative succeeds. However President Yar`dua`s insiders having realized that they may have boxed themselves into a corner, have formally requested that the former Governor of Kebbi State and incumbent minister of federal capital territory, Adamu Aliero be made vice president under Goodluck Jonathan, if President Umaru Yar`adua is unable to return to office. As Huhuonline.com previously reported, Adamu Aliero was nominated as minister of federal capital territory by President Yar`adua’s daughter, who under a special arrangement married Alhaji Usman Nasamu Dakingari, governor of Kebbi state. Recall that Adamu Aliero recruited and sponsored Dakingari to the Kebbi State government house.
Gen Sarkin Muktar,(NSA) Plots against Presidency
However, National Security Advisor (NSA) Gen Sarkin Muktar (rtd.) has begun scheming with his godfathers who appointed him on behalf of President Umaru Yar‘Adua to take over the Presidency.
It should be recalled that it was Muktar who led to the embarrassment of this country, when he gave directives to the Foreign Affairs Ministry not to renew the passport of Mallam Nasir el Rufai and Mallam Nuhu Ribadu, which caused a lot of controversies a few months ago.
Muktar started the plots weeks back when he started gathering security reports on the state of health of the President in Saudi Arabia and just like Baba Gana Kingibe, the former Secretary to the Federal Government, has begun intense late night meetings with various stakeholders in the Federal Capital Territory (FCT). Muktar has often been heard telling associates and subordinates that they can go ahead with tasks without recourse to the President, after all the President himself is ill in Saudi and cannot grant permission and give orders from the sick bed.
The NSA is so power thirsty that he wants to position himself to take over the Presidency in case there becomes a vacuum, and has a fall back plan of being the Vice President to Goodluck Jonathan if Plan A fails, this he believes will prepare him to run for the 2011 election after the cabal would have forced Jonathan to resign. He is currently maneuvering and scheming himself to be the most powerful and strategically placed Northerner to replace Umaru Yar`adua because of his background of being from the same geo-political zone as the president; the same way former President Obasanjo benefited from the June 12 saga. If and when Goodluck Jonathan becomes the President of the federal republic of Nigeria, NEWinfoCity.com learnt that James Ibori may be the biggest loser. Our checks reveal that the former governor of Delta state may have extracted a promissory note from the ailing Yar`adua to make the 2011 presidential ticket, a YAR`DUA/ IBORI ticket. Hence, Ibori in conjunction with Yar`adua aides have resisted every attempt to handover power to Goodluck Jonathan. In their estimation, if Goodluck Jonathan is allowed to reign as “Acting President” and Umaru Yar`adua perhaps unable to return to power, Goodluck Jonathan will automatically be president for the next two years and may run as president in 2011, after which he will now return power to the north, meaning that James Ibori will have to wait another fourteen years to actualize his presidential ambition, but there are no guarantees, as other power blocks might emerge.
